RESEARCH & FOCUS AREAS: Participatory approaches to AI governance with focus on digital sovereignty in the Global South; power asymmetries in technological development and democratic oversight mechanisms; creating accessible AI oversight mechanisms and tools for marginalized communities and those affected by conflict.
CURRENT WORK:
Directing research on participatory AI governance approaches; developing practical AI oversight mechanisms and AI tools for communities in regions experiencing rapid AI adoption without corresponding governance frameworks; creating AI tools for marginalized and conflict-affected communities.
Marine leads the Malawi Voice Data Commons, a GovLab and Microsoft-supported consortium with UNDP, the Government of Malawi, Ushahidi, and Mozilla. The initiative builds multilingual, locally governed data infrastructures that strengthen humanitarian response and responsible AI development.
She also leads research on Mitigating AI-Driven Power Concentration in Fragile Contexts, a study developing participatory AI governance mechanisms and community-led oversight frameworks across Kenya, Malawi, and the Philippines.
BACKGROUND
Marine holds over 12 years of experience across public, private, and NGO sectors in international policy, advocacy and multi-stakeholder governance. Previously advised high-level U.S., French, and European government officials on political and public affairs in complex environments. Former roles include: the French Ministry of Foreign Affairs, European Union Advisory Mission in Central African Republic (developed anti-disinformation strategies), The U.S. Mission to the OECD (translating governance frameworks into accessible stakeholder engagement mechanisms), and research positions at The GovLab, U.S. Department of State, and United Nations focusing on technology governance, disinformation, and public-private partnerships.
